Currently, the Lao Civil various systems continue to improve. State andgovernment for the management of civil servants continue to introduce newmeasures to improve the process, scholars and experts also done a lot of researchon the civil service system. However, in the civil service of the grassroots levelof the civil service that the study of incentives are insufficient. Incentives existmany problems, which will not only affect the overall process of the civil servicesystem building, grassroots civil servants will give the perfect grass-roots civilbring great obstacles. In recent years,Vientiane City, promulgated by the state inresponse to the civil service incentives on a number of initiatives at the sametime, the province based on the specific economic and social development,improve the incentive mechanism proposed for the civil service requirements andpolicy measures. This article is in this context, the incentive mechanism of juniorcivil servants in Vientiane perfect for a detailed analysis and discussion.The article first made at Home and Abroad,defining the relevant conceptsfrom the human assumptions and incentive theory put forward two theoreticalbasis of this article. Subsequently,through a questionnaire survey to elucidate thespecific results of analysis of junior civil servants incentives Vientiane situationand existing problems. In this process, detailed statistics and analysis of thesurvey results, from the grassroots level civil service incentive problems"surface",and the causes of the problem led to a detailed analysis. Finally,thearticle from the "change concept-improve the system-the use of methods," thewhole idea of starting the useful experience from abroad,junior civil servants inVientiane on improving countermeasures incentive to do a detailed elaboration.With the development of the times,increasing the incentive for junior civilservants will cause the government and society’s attention,and constantly improvethe incentive mechanism of junior civil servants become necessary. I hope theresults of this study can provide content and Laos in Vientiane city and even theimprovement of junior civil servants incentives provided little help.
