| The grass-roots civil servants are an important part of our country’s civil servants,who are the specific executors and main preachers of national policies.At the same time,among the civil servants,the grass-roots civil servants have the closest contact with the people,the most contact and the most direct relationship with the people,and shoulder the important responsibility of contacting,uniting and serving the masses.However,at this stage,the grass-roots civil servants are generally faced with poor working conditions,heavy tasks,great pressure,and small promotion space.In the long run,it may have adverse effects on the implementation of national policies and the public image of the government.This paper takes C District of Wenzhou City as an example,this paper studies the incentive status of grass-roots civil servants through questionnaire survey and personal interview,and emphatically analyzes some important problems existing in the current incentive of grass-roots civil servants in the district of Wenzhou City,such as the existing salary is not ideal,the promotion opportunities are few,and the assessment system is unfair.On the one hand,these problems restrict the development of grass-roots civil servants;on the other hand,these problems may cause job burnout of grass-roots civil servants.The effective incentive of grass-roots civil servants can not only mobilize the enthusiasm of grass-roots civil servants,but also contribute to the improvement of public governance level and the sustainable development of social economy.Based on the analysis of the problems,the author makes analysis and research,and puts forward countermeasures to solve the problems in the incentive process,including optimizing the performance appraisal system,establishing a scientific training system,establishing a reasonable salary incentive system,and improving the promotion mechanism.Through these measures,we try to provide some reference for promoting the development of grass-roots civil servants and improving the management level. |
