Currently, China is in the transition period with rapid social transformation. Publics are more and more demanding about government, which has also brought challenges to civil servants, the specific executor of public administration and service function of government. The purpose of this research is to find out some effective incentive methods to improve the work initiatives and job satisfaction and to enhance the loyalty and the sense of belonging of civil servants, so as to promote work efficiency of public officials with the expectation to improve quality of government administration and social services. On the basis of the psychological contract theory and motivation theories, this paper organizes conceptions and theories concerned with civil servant incentive mechanism by documentary study. It takes the civil servants in organizations directly under CPC Fuzhou Municipal Committee and Government as respondent from three perspectives:work attitude, behavior and related factors; the sense of governmental responsibility and duty-performing; and civil servant duty. The author tries to summarize the incentive requirements and related factors of civil servants working in municipal organizations by data analysis such as correlation analysis. Besides, the author will make the observations of the existing incentives and effects to present some problems commonly existed in civil servant incentive mechanism. The paper will analyze the causes which influence the incentive effects as well. Finally, it will present several measures to improve the existing civil servant incentive mechanism, so as to propose new ways to construct incentive mechanism for civil servants in transition of China.
