Research On The Construction Of The Earthquake Emergency Management Capability In Fujian

In recent year, earthquakes happen frequently cause a catastrophe in China. This situation attracts much attention all over the world. Fujian province is located in the southeast coastal seismic belt which earthquake often occurs and distribution widely. The high frequency and complex seismic situation must be highly vigilant thus strengthening Fujian Earthquake emergency management system is very important. Therefore, this paper is divide into four parts which is based on the existing research result and the researches on the construction of earthquake emergency management system in Fujian. The first part is literature review, significance of the research and technical route, it provide the basic theory for the emergency management capacity building by using the theory of public crisis, emergency management theory, the theory of earthquake emergency and earthquake emergency factors. The second part explore the main problems of current situation through Fujian earthquake emergency management system, emergency plan, emergency rescue, emergency response coordination, emergency command and damage report, resident security, emergency shelters. This part it also draw on the successful experience of emergency management in USA in comparison with this system in Fujian, then put the American emergency command system into the Fujian earthquake emergency management system and puts forward some relevant countermeasures in order to make the emergency management system in Fujian more standardized and improve the ability of emergency management system in Fujian. The third part takes the construction of earthquake emergency shelters in Fujian as an example by empirical research. Also, this part analyzes the influencing factor theory and hypothesis on construction of earthquake emergency shelters, applying general multivariate linear regression model to make policy suggestions. In the last part, through the above analysis, it combines the characteristics of earthquake emergency management in Fujian then make the corresponding countermeasures and suggestions on the Fujian earthquake emergency management.
