Research On Perfecting The Old-age Social Security System In Fujian Province Under The View Of The Harmonious Society

The Sixteenth National Congress of the Communist Party of China has put forward compose clearly to build socialistic harmonious society strategic task. The Eighteenth National Congress of the CPC has once again stressed the importance of building a socialist harmonious society, and focusing on protecting and improving people’s livelihood and social construction. The core value of socialistic harmonious society is people-oriented. To protest the rights of the old-age, enhance the standard of quality and living of the old-age is the basic requirement of the nature of socialism and the most important part of a harmonious society. As a special group, the old-age have little chance to participate integrates of main current society and equally enjoy the social development. This brings grave challenge to society justice, social stability, and society economic growth. Failure to resolve this problem could seriously affect the building of socialism harmonious society.Based on the harmonious society as the guide and Fujian old-age social security as the breakthrough point, combined with the aging situation in Fujian province and present situation of social security for the aged, this paper puts forward the policies and ways to improve the old-age social security system under view of a harmonious society.The first part of this paper is about the background, research status and research methods. The second part reviews the relevant and basic theories in order to lay a solid theoretical foundation for follow-up analysis. The third part mainly express the importance of the old-age social security system for harmonious society.The forth part describes the present situation of social security for the aged in Fujian province, including the aging situation of Fujian province, the elderly group facing new difficulties of social security, the policies to protect the aged and analysis the current level of old-age social security and its problems in our province.The fifth part compares and analyzes the foreign old-age social security system. It analyzes on Japan, Germany, India, Brazil and Russia’s efforts in the area of social security for the aged, and summarizes the similarities and differences of the countries in the construction of social security for the aged. And its inspiration to perfecting old-age social security system in Fujian province.The sixth part put forward the policies and ways of improving the old-age social security system under view of a harmonious society in Fujian Province. It includes principles and target positioning of building the system, and points out to build a multi-level, multi-pillar social security system and its specific contents, and finally gradually improve the old-age’s life quality.
