The Study Of Community-based Social Organization Taking Part In Community Governance

These days, during the key transforming period of economy and the society in China, the ruling ability of governments at grass roots level has being texted by variety newly appearing social contradictions and problems so that it has been a significant task to be currently solved that we should strengthen and innovate our public administration. At present, the key points of innovation of social management are how to break the bottleneck about effective connection and beneficial interaction between government administration and primary-level self-governance, how to confirm the distinct boundary of the government power operation, how to define the responsibility of limited government and responsible government, and how to well deal with relationship between the country and society. This requires that we further strengthen the "social coordination." and "public participation" on the basis of traditionally focusing on the leadership of Party committee and responsibility of government. So, cultivating the bottom-up social autonomy strength has becoming the critical part of today’s social management. As the fundamental of Chinese social structure and a bridge between government and resident, community turns out to be the starting point and foothold for the innovation of society management. With the accelerated functional transforming and power decentralizing of government, the single administrative mode is changing into a diversifying social governance mode and the newly kind of Grassroots social organization which is based on community is increasingly become the efficient carrier of governmental function and main body to participate in community governance.Based on the concept of community, society organizations and the study theme, the paper made the literature review of community governance, society organization, community-based social organization and identified the research topic which is the development of community-based social organization in the vision of community governance perspective. The article introduces extraterritorial experience about society organizations participating in community governance. A comparative study is made which is about three models of the foreign community governance-community of autonomous, government-led and mixed type. The paper summed up the experience of society organizations participating in community governance in autonomous community governance model. Then, the article describes the status of society organizations participating in community governance in China. In which, introduces the background, characteristics and classification of community-based social organization and their role in community governance. Combined with the interview material, summarized the main problems of China’s society organizations in the development. The paper take the Dongcheng District of Beijing as a case, introduced the development of their community-based social organization and its participatory governance model. Among them, highlighting the relevant practices of Dongcheng District in the cultivation of community-based social organization, and analysis the participatory governance model of "Shining stone community action center" with a few typical cases. Then, summarize the model of participatory governance, discusses the role of society organizations in the community governance structure. At last, it sums up its practical and theoretical significance and throws out suggestions about how community-based social organizations participate in community governance effectively.
