Self-Organization And Self-Management:Community Environment's Community Autonomy

Community autonomy organization is an important form of self-organization,self-management and self-service,It is also an important carrier to undertake the transfer of government functions and participate in public management,Play an important role in community organization,management and autonomy.How to stimulate the vitality and social resources,cultivation of community social organization,guide and regulate their behavior,make full use of the social organization,management and service functions,has always been a difficult problem in current governance and public affairs of community autonomy.Based on the investigation and analysis of the cultivation process and management practice of the social organizations in the public environmental governance of Huangshi bell tower community in Huangshi,Hubei.Analysis of the difficulties of current community public affairs management and the cultivation of community social organization,to explore how the community intervention and guidance,stimulate the community's internal organizational resources,cultivation of community social organization,through community organizations,community residents realize self-management,self-service and self-supervision,the public affairs governance to provide effective experience and technology.Huangshi port clock tower community is an old district,known as the food and beverage stores gathered.However,due to the small catering business is hot,the restaurant owners continue to expand,Jeeves,chaotic pendulum,coupled with the smoke and diners loud noises,seriously interfere with the surrounding residents,Chuangwei rectification has been a difficult and key local.Since the beginning of 2016,through government guidance,the guidance of experts,community began to build on the tongue tower "autonomous management committee,established the operation mechanism of"government guidance,community participation,democratic consultation and guidance,the owners,were stationed in the building,autonomous management,effectively solve the district sanitation pollution messy "difficult" issues.The practice of bell tower community not only provides a new way of thinking for the governance of public environment,public health and public space,but also provides an example for people to cultivate community social organizations,and to realize the independent management of community.This paper is divided into five major sections:1.the introduction,2.the whole project is the operation of the process,3.is the assessment of the project,4.Is the Enlightenment of project organization in autonomous management,5.is the conclusion.The three part is the introduction,the process and the conclusion.The introduction mainly includes the research background,purpose,significance,research methods and literature review;In the process of part mainly introduces the Huangshi city community"tongue tower" from the project management committee to organize the whole operation process of hatching;In the conclusion part,the author summarizes the advantages of community self-governing organizations in the community autonomy management from the perspective of social work intervention.
