As a third party independent of government and market,social organizations have played an important role in the field of social charity and public welfare.At the present time when the main body of social governance is gradually diversified,it has been put on the important agenda to dig deeply into the function of social organizations and highlight its role of social governance.On the other hand,the community is the most basic unit in the social governance,and the innovation of the social governance system always takes the community as the starting point and the foothold.Therefore,more and more social organizations choose the community as the object,through the "zero distance" contact with the grass-roots people,to provide services for the community with their own professional advantages.In the process of social organization and community involvement,Inevitably,social organizations need to cooperate with grass-roots government,community neighborhood committees and other administrative bodies to obtain the resources needed for governance and development.Therefore,how to understand the cooperative relationship between social organizations and grass-roots governments and community neighborhood committees,and how to fully mobilize community resources to carry out community services.How to improve their independence in community governance has become an urgent problem for social organizations.Based on the Theory of Resources Dependence,this paper studies the basic cooperative relationship between social organizations and community in community governance from the perspective of political and social cooperation.On this basis,the paper adopts the methods of case analysis and semi-structured interview.And through the investigate and analysis of Wuhan city communities,social organizations,the author select two typical communities as cases to analyze the situation and process of social organizations in community governance,to find out the main disadvantages of the cooperation between political and social organizations and to analyze its causes.At last,it puts forward the strategy of optimizing the cooperative relationship between the government and social organizations in the community governance.In addition to the introduction and conclusion,the structure of this paper is divided into five parts:the second chapter mainly explains the related concepts,explains the theory and research perspective,as a research tool of the full text.In the third chapter,the author uses the Theory of Resources Dependence as a tool to prove that social organizations have asymmetric resource dependence on government and community,which is the basic relationship between government and social organizations in community participation.The fourth chapter introduces the background and basic situation of the research object selection.This part firstly introduces several main paradigms of the participation of social organizations in community governance,then discusses the development of social organizations in Wuhan,and describes the general situation of the purchase of social organization services by the government.Finally,the author introduces the reason of choosing the analysis cases,and introduces the basic situation of the case.The fifth chapter is the main part of the article,the author analyzes the situation and behavior difference of social organizations' community participation under different regional government policy environment.Through the analysis,it is found that due to the asymmetric dependence of social organizations on the government,the effect of social organizations' participation is closely related to the support of government resources,and shows a series of drawbacks.And then the author analyze the reason why social organizations and the government have asymmetric resource dependence relationship in community governance from the ideological roots,internal logic and environmental elements.In the sixth chapter,based on the summary of the previous theories and experiences,some suggestions are put forward to improve the independence of social organizations on the government and the community,and to improve the ability of social organizations in commmunity governance.The main innovation efforts of this paper are as follows:first,the innovation of the research object.The research object selected in this paper is the professional social organization introduced by the government purchase service.Professional social organizations,because of their own professionalism,the relationship with the government,social environment and other factors,can more reflect its function as the main body of third-party governance,and it is more representative for the current community,and even the whole society governance innovation research.The second is the innovation of the research content.One of the focuses of this paper is the cooperative relationship with grass-roots government and community in the process of social organization participating in community governance.At present,most of the academic research is based on the change of social governance and policy transformation and study the macro-level of the relationship between government and society.This article is based on the grass-roots,analyze the relationship between social organizations and grass-roots government from the micro-level in-depth.Third,the innovation of research tools.In this paper,the Theory of Resources Dependence,which is commonly used in sociology and economics,is used as an analytical tool to analyze the dilemma and strategy faced by the social organizations and the community in the process of community governance.There are some innovations in the research tools.
