Promoting Fine Research On Urban Community Governance

Community is the window of society,and the refinement of community governance is the innovation of the social governance system,which is also an important manifestation of the development of the democratic system at the grassroots level in China,and is one of the important components of the innovation of the grassroots governance system.In the relationship between the State,society and the people,the community plays a vital role as a link and has a very important place.Since the reform and opening up,the concept of social governance in China has been expressed in different ways at different stages,which is not only a change in name,but also a change in connotation and management style.In the past,in grass-roots community governance,the grass-roots government was a single entity managing all kinds of community affairs,and social organizations and residents were too dependent on the government,resulting in a weak sense of participation and a low level of resident participation.In addition,under the influence of the traditional model of rough community governance,the process of community governance is often managed by administrative means,resulting in problems such as superficial forms of management and low standardization of standards,which also cause community governance problems such as "almost" and "the last kilometer".In the Fifth Plenary Session of the 18 th Central Committee,in order to achieve the purpose of social governance capacity and system modernization can be fundamentally realized,the promotion of social governance refinement construction is put on the agenda,the process can be understood as the use of innovative ideas and social governance gradually transform and replace the traditional ideas and the dynamic process of administrative management,the realization of community governance refinement provides a solid foundation for social governance modernization.Nowadays,the economic level of our country is constantly rising,making community development rapid,and the accompanying problems of community governance are becoming more and more difficult,and governance is becoming more and more difficult,so the traditional,crude model of community governance no longer meets the needs of current community development,and it is necessary to change governance concepts andupgrade governance tools.To explore the path of refined urban community governance,,on the one hand,a realistic need to solve the problems of community governance at this stage,and,on the other hand,is of great significance to the innovation of community governance models,laying a solid foundation for the acceleration of the refinement of social governance.This study is based on community governance refinement,which is explored in five parts.The first part is an introductory thesis that elaborates on the background,significance,research overview,methodology and points of innovation of the study.In the second part,the concepts of community,community governance,and the definition and characteristics of community governance refinement are analyzed,and the theory and research status of community governance refinement at home and abroad are introduced.The third part introduces the development of China's urban grass-roots management system from unit system,street housing system to community system after deeply understanding the elaboration of community governance,and talks about the typical community model and the practice of community governance in China.The fourth part is the focus of this paper,which summarizes and analyzes the practical experience of community governance refinement in Evergreen Garden,Wuhan City,and introduces the prominent difficulties of the current community in the process of refinement of governance.The fifth part is based on the analysis of the Evergreen Garden community governance refinement feasibility measures to address the current stage of the problem,and propose feasible countermeasures to the level of community governance refinement.It was pointed out that the development of refined governance in urban communities not only meets the real needs of building community governance systems,but also has key implications for the innovation of social governance models.
