Research On The Problems And Countermeasures Of New Rural Community Governance In The Context Of New Urbanization

At present,China has entered the decisive stage of building a moderately prosperous society,it is in the period of economic transformation and upgrading and accelerating the socialist modernization of the critical period.Only by putting the new rural communities into the background of new urbanization can we achieve the rapid development of new rural communities.For the new rural communities,only by grasping the historical opportunity and actively promoting the new community governance can we truly realize the modernization.Based on the actual situation of the new rural community governance in Laiwu,Shandong Province,this paper focuses on the problems and countermeasures of the new rural communities in the context of the new urbanization.The first part mainly expounds the new rural community governance including of background,purpose and significance,and research at home and abroad,and research status,emphases,difficulties,innovation and methods.The second part outlines the new rural community governance model under the background of urbanization,mainly introduced related concepts of the new urbanization.It introduces the basic concept and characteristics of the new rural community.On this basis,this paper expounds the basic concept of new rural community governance.The third part is the evolution,opportunities and challenges of new rural community governance.It analyzes the historical evolution and particularity of the new rural community,and opportunities and challenges of the new rural community governance in the context of new urbanization.And then,based on the empirical analysis of Laiwu in Shandong province,it analyzes the basic situation of the development,summarizes the main experiences and measures of new rural community governance in Laiwu,and analyzes the problems and causes of the new community governance.The next part is the new rural community governance experience abroad,which focuses on the "Saemaeul Movement" in Korea,Singapore HDB community,the German "Bavaria experiment",American autonomous rural community,and summarizes the experience of these countries in the rural community construction and governance.And the next part is the countermeasures and path to improve the level of rural community governance,including of taking some measures of rationalizing the governance system,improving the governance mechanism,and innovatling governance means.Finally,the paper summarizes the conclusions and problems of the study in order to provide some reference for the governance of new rural communities.
