The rapid development of new urbanization has caused a huge transformation from traditional rural society to modern urban society:a large number of traditional rural areas have transformed into urban communities.And new community governance dilemmas are on the way.Community governance is the “nerve ending”and the ultimate goal of the entire system of the state and society.In the context of new urbanization,rural community governance should pay more attention to the system,human,coordination and sustainability.The establishment of the Party Committee of Xincheng Mingyuan Community is an important attempt to explore the “village-to-community” model in the continuously process of urbanization.As a pilot project of rural community governance in the new urbanization,Xincheng Mingyuan community has made some achievements from the establishment,operation to governance practice.However,there are still problems such as deviations in organizational structure from actual operations,lack of professional work teams and incentives,and insufficient service extensions.For the rural community,reconstructing the governance subject is an important choice which can refer to the western model that fully mobilize the resident's participation,actively transform the government functions,and work through the government,society,market,and citizens together to achieve a virtuous circle and improve governance capabilities.For the governance of rural communities arising from the new urbanization process,we can try from the following aspects.The first is to establish a large party committee and a joint mechanism to integrate and coordinate relevant resources;the second is to promote the integration of the community party and governance network to combine management and service perfectly;the third is to increase the professional social worker training,improve the management incentive mechanism,and establish a grassroots team;the fourth is to further rationalize the responsibilities of the rural community and its management models,and explore one-stop community services;the fifth is to use intelligent means to improve the accuracy and effectiveness of management and services.
