Study On Governance Of The New Rural Community Under The Background Of Urbanization-Taking Fengle Community As An Example

In recent years,in the context of the new pattern of urban and rural integration,new rural communities are being widely introduced into the planning of urban and rural overall development and the practice of economic and social construction.With intensive agricultural production and urbanization,the new rural community is distinct from the urban community and the traditional administrative village.The new rural community were usually based on the foundation of single or multiple traditional administrative villages,but the original administrative infrastructure construction standards,or the level of public service and governance mode,all can not meet the desire and needs about working and living conditions of the farmers in new rural community.Facilitating new rural community construction is an important carrier of balancing urban-rural development and advancing the urbanization process,an objective demand of following the farmer's expectation and speeding up efforts to improve wellbeing of the people,an important means to realize the coordinated linkage between the urban and rural economy and society,also to strengthen the "soft power" of the region.The new rural community construction,as a strategy of implementing urban and rural development,is an important measure for upgrading the production and living conditions of the famer thoroughly.We need resort to single-village and multi-village to build new rural community.Oriented by improving rural environment and building beautiful country,the goal of us is centralized residence of famers,separating production from life,perfecting infrastructure and standardized management in community.This paper,from different aspects and combining practical condition of Fengle town in Liangzhou district,analyzes rural communities at home and abroad and comes to a conclusion new rural community is the carrier of new urbanization as well as a transition period from rural to urban,famer to citizen.From the perspective of personality and commonness analysis,we have formed a new understanding of the new rural community governance of Fengle town.rural community governance has formed modern breeding aquatics zone which is large-scale,standardized and commercialized,by putting forward the main production mode of “facility agriculture,forestry and fruit industry”.In this way,we can create jobs for the famers with a short commute to work.Living in the community is available to the famers.We also accelerate the peasants' citizenship.On the basis of changing the mode of rural social management,we should implement the pluralistic main body cooperation to administer the community,improve the residents' participation and participation,actively explore innovative service carriers,improve the level of community service and the quality of life of residents.
