Research On Government Supervision Reform Of China’s Drug Safety

As a special commodity, the drugs can protect the consumers’ health, but adversereaction hidden in itself will bring security risks to the citizen’s health. To balance thesafety and effectiveness of drugs is the goal people have been working on. Due toprofit-driven market economy, a number of pharmaceutical production companiestend to adopt illegal means to reap huge profits. Strengthening external regulation,promoting government regulation reform and constantly improving the level of safetymonitoring of drugs are urgent.From the drug administration established in founding of new China, to the StateFood and Drug Administration set up in2013, government regulation system of drugsafety has been developing with practice. In recent years, frequent drugs incidentshave made the society in great panic, becoming one of the factors of social instability.The particularity of drug, the information asymmetry of pharmaceutical market andprofessional requirements of drug regulation need strengthen external supervision.Only in this way can guarantee the healthy development of drug enterprise. Thedeveloped countries also experienced frequent drug incidents, and accumulated a lotof valuable experience that we can learn.Based on the drug safety connotation, the use of external theory, stakeholdertheory, asymmetric information theory and the monopoly rent-seeking theory explainthe necessity of our drug safety supervision. By analyzing development process ofdrug safety supervision system, the limitations of drug safety government regulationreform are summarized and the requirements of new era of the drug safetygovernment regulation system are pointed. In summing up the experience of drugsupervision system development and the analysis of the beneficial practice of foreigndrug safety monitoring, we can analyze drug safety government supervision systemproblems in our country reflected by "poisonous capsule" event. In response to theseproblems, we should establish risk awareness, strengthen drug safety laws, reform our government regulatory agencies, and improve drug recall system. In improving thegovernment supervision system, the role of online media in monitoring drug safetyshould be given full play.
