Research On Crime Prevention And Control Of Targeted Poverty Reduction Migrant Community

In 2020,eradicating the poverty of 55.3 million's filing impoverished households under the current standards in the rural areas is the solemn promise to the world made by the Communist Party of China in the new era.To relocate is integral to the program of targeted poverty alleviation.According to the National 13 th Five-Year Plan for Relocating Impoverished Households deployed by the National Development and Reform Commission,this program is enrolling about 9.81 million filing impoverished persons and 6.47 million non-impoverished persons both who lived in 1,400 counties(county-level cities,districts)of 22 provinces(autonomous region,Municipalities)across the country.The totally number of 15.28 million is peer to much ten more times than the Three Gorges Project.After the relocation,about 40,000 targeted poverty alleviation migrant communities will be formed nationwide.The income of migrants is the lowest in the country,complex population composition,the strangeness among them and a small radius of trust are characterized in this sort of targeted poverty reduction migrant communities.In the complex period of social transformation,migrant community residents are required to realize the identification transformation from "peasant" to "citizen".The process of integrating into urban life may cause all kinds of contradictions and frictions,due to some social adaptability problems such as interpersonal relationship,living style and production method,psychology,ethnic groups' customs or habits,etc.Even some factors like economic and development dilemma may lead to crimes.If these contradictions will not settled down,it will endanger the public order and probably shake the stability of development.If see the Three-step Plan of "Enable the removal,the stability and the prosperity",it will be clear that how to guarantee the migrant communities running under a good public order condition and so do the other projects will be smooth,is a new topic confronting the local party committees,governments,public security departments and relevant functional organs.From this perspective,this article intends to use literature research method,comprehensive analysis method,field surveys and other research methods to study the public order issues faced by the residents who are settled in the urban and small-town migrant communities under the context of national poverty alleviation plan.It is proposed to dig up the causes at three levels,namely migrants,society and government,mirror the example both at home and abroad in the sphere of crime preventing and controlling,discuss how to guarantee the production and living order of migrant communities and the safety of life and property of migrant group.In this way,it will be desired that the party and governments,the public security organs and various functional departments,the community party branches and neighborhood committees,the community management companies and migrants themselves should make joint efforts to solvethe problem and eventually keep the stability of more than 10 million targeted impoverished people's daily life and production in the new era,and gradually achieve the prosperity from poverty.
