Strong liquidity and African big proportion is the outstanding characteristics. That on the one hand has promoted the international development of Guangzhou; on the other hand, some negative phenomenon has gradually been increased. Illegal entry, illegal residence and illegal employment have not been prohibited effectively. The rising of crime rate on foreign recurrent population and Drug cases concerning foreign affairs, seriously influences social security and social stability, which has brought some challenges to social management of the foreign floating population in Guangzhou. Therefore, the research on social management innovation of the foreign floating population in Guangzhou to look for targeted and effective measures has important practical significances to strengthen the foreign social management of the floating population in Guangzhou.Overall, based on the interpretation on the relevant concept definition and theoretical support and analysis of the current situation of foreign social management of the floating population in Guangzhou, the paper tries to make some innovation management on the concepts, paths and measures of management.
