Under the background of continuous and deep propulsion of reform and opening up and with the quickening up of modernization and urbanization in China, the phenomenon of massive population flow can be seen all over the country, and this group is mostly composed by migrant rural workers who search job opportunities in big cities. While making great contributions to the development of city economy, migrant rural workers also bring on some prominent social problems, and especially increase unprecedented difficulty in the social security and management of big cities, which has already arose various aspects of public appeals. This author takes migrant rural worker crime as the subject of the research in the urbanization process of Shanghai and analyzes and surveys migrant rural workers in Shanghai and relevant forms of crimes to analyze reasons for migrant rural worker crime in different points and concludes countermeasures for the migrant rural worker crime.The first chapter is the analysis on the situations of floating population and migrant rural workers. Firstly, through theoretical basis, the author points out that it is inevitable to for large rural population to get into cities due to the situation of unbalanced development of rural and urban areas. Secondly, the author takes Shanghai as an example and, through detailed statistics, analyzes basic situations of floating population in Shanghai from aspects such as total quantity, gender, age, origin, reason to Shanghai, occupation, education degree, residential distribution, time to stay, and so on.The second chapter is the analysis of the migrant rural worker crime in the city. In this chapter, the author analyzes the number and classification of crimes, and especially assets-offending crimes in respect of floating migrant rural worker crime. Then, based on the statistics of the investigation, the features of urban migrant rural worker crime can be concluded.The third chapter is the analysis on the reason of urban migrant rural worker crime. In this chapter, it starts with the binary social structure and points out that, due to the division of rural and urban residence registration, there are differences between migrant rural workers and urban residents in employment, social security and so on, which causes "sense of deprival" of urban migrant rural workers and originates crime. Next, the idea of "cultural conflict" is introduced and the conflict between the rural culture and the urban culture is analyzed from region, morality and class, which analyzes the reason for migrant rural worker crime in the perspective of culture. Finally, from the angle of social control theory, the author points out that during the period of social transformation, the control force is declined, which causes the increase of migrant rural worker crime, and emphasizes particularly that, as the main force of social security and management, the shortage of police power should be noticed. The forth chapter brings forward the countermeasures for the prevention of migrant rural worker crime. From macro view, the government wants to break binary social structure, develop rural economy, realize balanced development of rural and urban areas and protect and guarantee equal rights in all aspects of migrant rural workers to that of urban residents. From middle view, the government should strengthen the education and inducement, help migrant rural workers to melt into the urban society and eliminate the opposition of rural and urban areas. From the idea of service government, an effective management system should be established to resolve the living problems of floating migrant rural workers, which resolves the security and management problem of migrant rural workers from the origin; the public security organs should assume more responsibilities in attacking crimes and intensify the attacking force to the focus group. In the end, the harmonious development of the whole society can be realized.
