| The credibility of the government is the trust given by the citizensthrough its own virtue and credit reputation when use its administrative rightsproperly. It is a collection of social influence and appeal when carry itspolicies. The credibility of the government is the basement of maintainingsocial order and shaping the social credit, is the standard to measure howmuch Citizen Trust in government. Nowadays, governments all over theworld have become increasingly aware of the importance of credibility of thegovernment, from theory to practice, put establishing the credibility of thegovernment in an important position. The degree of development of Chinagovernment credibility, overall in the steady improvement of the stage, but apart of the citizens trust the central government does not trust the localgovernments, some local government credibility has remain stagnant or evendeclining trend. The development of social economy, the social structurechange, the deep contradictions and problems gradually emerged. Problemsexposed in the process of the development are more and more obvious. Thelocal government to formulate administrative measures are instable, thegovernment information disclosure is slow opaque, administrative functionpositioning is not accurate, the administrative staff seek the power renting,corruption and so on, these phenomena greatly hurt the trust of people to thegovernment. Severely reduces the local government’s social image, reducesthe credibility of the local government. Different from the central government,local government directly face the masses. It is the most direct subject toprovide public products and public service level, every word and action notsimply affect citizen, administrative ability of its trust in the local government,but the influence to Citizen Trust in the whole system of government, whichis directly related to the development of society is harmonious and stable.Therefore, research on the credibility of the local government the problemwhich sectors of society should pay more attention.The paper hopes to make the credibility of local government as abreakthrough in the study, from three angles of idea, system, and behaviordevelopment of comprehensive study of the overall credibility of the localgovernment, but not rigidly adhere to the study of macro theory. In this thesis,the central government and the local governments to the central governmentto distinguish the difference between, the credibility of the centralgovernment and the credibility of the local government is different. Becauseof Chinese government multi-level management system step by step,provincial and municipal districts and counties set, make the managementrange is wide, level. Citizen access to government levels are not the same, andcause of public trust in the mentality of the central government and the localgovernment have differences. For the credibility of the local government, domestic scholars are still inthe starting stage, comparative study of foreign government credibility lack ofin-depth inquiry, special study on the credibility of the local government isstill not deep enough. In this paper, in order to improve the credibility ofchina local government, analyze the causes of the current weakening of thecredibility of the Chinese local governments, affirm the local governmentperformance in the ideological, political, style and other aspects, at the sametime, also make analysis in the reasons for weakening the credibility of localgovernment, analyze from the aspects of the government’s administrativeculture, service level, the mechanism system, security system, combined withthe actual situation of the local government, need to trust the masses and thelocal government put between the two subjects, in crowd behavior andpsychological basis of cooperation with local government, and the objectiveto picket, shaping the environment itself, the credibility of the government, inorder to improve the credibility of the local government, I provide my ownviews and suggestions. |
