Research About Present Situation Of Urban Poverty And Anti Poverty In Minority Areas

The problem of urban poverty in minority areas of China is in the social background, economic transformation, in the high-speed economicdevelopment, city has been strengthened, China’s economy into theworld economic system, a new problem and accompanied by thedevelopment in ethnic minority areas and the emergence of its own, andany time in the past, any place of poverty are different, the specialsituation of economic transformation and development, city, globalization and ethnic areas with the problem of urban poverty in minority areas of China in time and space dimensions of the new. First, study the problem of urban poverty in minority regions in China, is the objective requirement of social stability and national long period of stability. Secondly, study the problem of urban poverty in minority regions in China, is the objective need to realize common prosperity, the construction of social harmonious society. Thirdly, study the problem of urban poverty in minority regions in China, is the objective requirement of promoting economic development and social stability in the ethnic area. Because of the complexity of the poverty problem, relates to thefield of study in economics, sociology, anthropology, ecology and othersubjects. Contemporary Chinese on poverty in minority areas theory, inherited and developed Marx, Chinese communist theory research results about the problems of poverty and ethnic problems.Urban poverty in minority areas has unemployment, poverty andinstitutional poverty coexist, regional poverty and structural poverty coexist, the historic transition of poverty and poverty coexist features. Lies in the complexity of poverty, poverty levels and forms in different time, different area, different people have different, but people in poverty with time changing. In China, several reasons of urban poverty in minority regions have regional geographic factors, natural factors, populationfactors, economic factors, institutional factors.In order to solve the problem of poverty effectively in ethnic minority areas in the central town, with the support of the national area, governments at all levels and relevant departments should vigorously strengthen the anti poverty system construction, the implementation ofanti-poverty policies and measures to actively and effectively, protectthe poor minority areas of production and living, maintaining socialstability in the ethnic area. Specifically, the author thinks, nationalpoverty policy should include the following aspects:first, to accelerate the process of Urbanization:the city center as the main body actively fostering economic growth pole; the speed of urban infrastructure and public service system; innovation on migrant workers of the social management system, the gradual elimination of two urban and rural economic structure. Second, improve the poor population quality skills:to high skill talents training target, strengthen the building of human resources; vigorously implement the occupation training plan poor personnel, the occupation training as an important means to promoteemployment and long-term measures; improving the organizational structure of occupation training personnel for the poor. Third, improve the social security system to speed up the legislative process:social insurance; social insurance coverage to all residents; to increase financial input in social security undertakings; actively explore and solve the problems of social security for migrant workers. Fourth, the social relief system:improvement of the subsistence security system for cityresidents; and steadily push forward the city special assistance, and gradually improve the city social assistance; integration of social assistance resources, maximize the benefits of social assistance resources; to strengthen the organization and leadership, management system and operation mechanism of the social relief work.
