Population aging is an important issue in the process of social development. Manycountries in the world are going through the process of population aging. Social securitysystem plays an important role in preventing population aging.From the beginning of the1970s, Japan has entered the aging society and low birthrate and aging gradually showinga trend. With the accelerated development of the population aging,the burden of socialsecurity expenditure gradually has increased year by year,especially in health care,pensions and welfare-centered social security.This has brought many adverse effects tothe social life and economic development.This paper covers the following aspects:in the first part, the evolution process ofJapan’s aging population and future trends are introduced,including fouraspects:implications and measurement of population aging,the change of Japan’spopulation structure,history of the development of Japan’s aging population and thefuture trend of population aging;in the second part,status and impact of Japan’s socialsecurity expenditure are discussed;in the third part,impacts of Japan’s population agingon social security expenditure are analyzed through two aspects:the scale and structure ofsocial security expenditure;the forth part of this paper mainly summarizes the wholearticle and giving a conclusion.At the same time,the paper leads to the enlightenments toChina.With the development of population aging, the scale of Japan’s social securityexpenditure continues to expand.When Japan’s aging rate grows by one unit,theproportion of the social security expenditure in national income will rise by0.96units.From the structure, the pension expenditures are mainly affected by the total number ofelderly. In the factors which affect health care costs, the proportion of older people in thetotal population occupies the absolute position.Japan’s policies and experience in dealing with population aging have a goodreference for China. Finally, to the problem of population aging that China willface,some suggestions are given.
