The household registration system in China is a kind of special governmentmanagement system. It is including population registration information management,the transition of the registration information and distribution of social resources.Population system household registration management from ancient times until nowhas a long history. Especially when The People’s Republic of China established, thehousehold registration system has been gradually established. After the reform andopening up, the household registration system is still exposed many shortcomings.Citizenship inequality, limit of the migration freedom, uneven distribution ofresources and a series of human rights have not been given proper legal protection.These are serious violations of the relevant contents of international human rights law.China is in a critical period of deepening reform. The reform of the householdregistration system plays a key role in the whole social reform. Since the party’s ThirdPlenary Session of the sixteen proposed governance "people-oriented" developmentphilosophy, civil rights has become the starting point of all work of the part. Buildinga service-oriented government has become the breakthrough of the reform. Especiallyfor the reform of the household registration system, government adheres to themanagement concept of humanism, the basic realization of human rights and theprotection of citizens as the standard, so we can truly achieve the effective reform.In this paper, there are four parts to show the reform of household registrationsystem. The first chapter discusses the forming process of ancient China’s householdregistration management system and the era of the new China planned economy of thehousehold registration system and the social impact analysis in this process. Thesecond chapter focuses on the history of the reform of the household registrationsystem since China’s reform and opening up. With the humanism and humanrights content summary, the paper positions the government functions in the socialreform. The third chapter focuses on the international human rights law and human rights in China. The analysis of human rights standards and the existing householdregistration is good for the protection of human rights theory. The fourth chapter arebased on comprehensive analysis on the above. It makes the target orientationand reform ideas specific to reform the household registration system.The author hopes that through the analysis of the existing household registrationsystem and the problems in the reform, it could improve the protection of humanrights, put forward to narrow the gap of development between urban and rural,make the registration management system single and achieve the equal andfair sources distribution as employment, education, social security and other rights. Inthe reform process, it is a good opportunity to make the transformation of governmentfunctions come true. It also is great chance to promote the development of China’shuman rights, thus accelerating the course of rule in civil law of our country.
