| The construction of the service-oriented CPC’s grassroots organizations is to serve as a value-oriented and functional orientation,promoting service-oriented grassroots party building is not only for the purpose of serving the people wholeheartedly and conforming to the grassroots party’s functional transformation, but also to respond to the masses and docking increasingly diverse service needs.The CPC’s eighteenth congress report propose"the construction of the service-oriented CPC’s grassroots organizations"for the first time and into specific objectives of party building,then set off a wave of building in the whole country.Urban community organizations as an important part of the grass-roots party organizations, is the foundation of the party in the city all the work and combat. The service-oriented CPC of urban community is not directly related to the construction of the service-oriented grass-roots party, but also related to the development of the entire city.Firstly, the article will conducting a comprehensive analysis and comparative studies about the theoretical basis for the construction of service-oriented party, the theoretical basis are the mass viewpoint of historical materialism,Marxist party concept and the CPC’s service ideas, the new public service theory.Second in Zunyi and Shanghai, for example, summed up the practice and experience of urban community service-oriented party building,for the foundation of the following case study. Again, select the community of Hangzhou Jia Cheng Xiang as an example case study,and use literature, social surveys and other research methods to analysis its status and effectiveness, the problems and causes. Finally,, the article puts forward the corresponding countermeasures and suggestions which are strengthen the overall planning, to create an outstanding service team, to build a powerful, comprehensive coverage of the service platform, to build a diversified and refined services and to improve service support system. |
