The participative about residents in community is the foundation of effective community governance, only through active participation by community residents, it can effectively integrate community resources, and the community could development harmonious and healthy. At present, the city residents in community are still at the primary stage in our county. In the process, it also encountered many obstacles. Therefore, exploring how to effectively guide and promote community residents to broad participative in the affairs of the community has great practical significance.Firstly, we set out from the background and significance, summarizes the article about the domestic and foreign residential participation in literatures. Analysis the meaning of residential participation in city community, the perspectives about community governance theory, the relationship of residential participation and community governance. On the basis of above, we take residential participation about the city of Hangzhou Cheng Xiang Street as an example. Based on the in-depth investigation of Cheng Xiang Street, reflect the advantages and limitations on the residential participation in community governance. Sum up the characteristics of residential participation in community governance, analysis the reasons for these problems from the level on positioning of government role, the function about community organization and community identity. Last, using community governance theory as the frame of analysis, from the macro, meso, microcosmic three levels put forward the countermeasures about residential participation in promoting the city community governance, normative the government and community empowerment, construction the net of multiplicity community organization, training the independent participative consciousness and ability for residents.
