Research On The Retrospective Value Analysis And Evaluation During Execution Of Public Policy

Evaluation during execution of public policy is the driving force of public policy’s effective operation, and also an important link of policy evaluation. With the administrative system reform deepening and the government performance evaluation developing, there are many social problems existing in the practice of public policy evaluation such as the absence of governmental attention, theory research and actual evaluation, which are leading to the low-level running of public policy continuously and hindering the effective play of government administrative functions. This dissertation aims to provide a scheme for public policy during execution and tries to do practical evaluation to solve both the theoretical and practical problems of public policy evaluation during execution.This dissertation was organized based on the scientific paradigm and realistic logic. The trail map of this dissertation is as the following:literature review-designing evaluation program-retrospective analysis of policy value-measuring the recognition degree of the target group-construction of optimizing route of policy. Taking Minority Graduate Enrollment Plan as an example, this research built an evaluation system for policy evaluation during execution and developed a scale with relatively high reliability and validity. Based on the collective data, analysis and FAHP indicator weight were done and got the score of target group’s recognition degree, then analyzed the core problems reflected by the scores. Finally, optimized routes were raised in this dissertation. The main research findings are as the following:Designing a suitable evaluation scheme for Minority Graduate Enrollment Plan. The content of this scheme includes subject selection, standard confirm, method selection and procedure design. The core of this scheme is to find the most suitable evaluation subjects(the core group) based on the retrospective analysis of policy value. With scientific research and statistic method, the result based on data collected from the core group has high validity.Empirical measuring of the recognition degree of the target group. Based on the collected data and FAHP weight, the empirical measure of recognition degree of the target group was done. The result shows that the example policy is in the situation of low-level running. The basic course installation, policy limitation, policy propagandizing and popularizing, policy responding and regulatory mechanism all get low scores which are the mainly obstacles of the policy execution. This provide the foundation of optimization.Optimizing routes for the example policy based on the recognition degree of target group. According to the practical problems and policy insufficient reflecting by the research result, the optimizing routes are designed from the perspectives of innovating policy supplement model, enriching policy contents and improving policy execution mechanism, hoping to help the example policy get a higher recognition degree from its target group as well as pushing the policy out of the situation of low-level running.
