In the process of e-government development and construction, there still exists many problems, such as focusing so much attention on the computer material, opening process is slow, the confidence for the application e-government officials is not high, etc.Through the study of domestic and foreign electronic government development situation and achievement, which provide several enlightenments to Vietnam electronic government construction:service is the key, gradually implement, application step by step, site function distinct, mutual cooperation in front desk and backstage, electronic government should be combined with the construction of the reform, the construction of the electronic government should strengthen the legal system and the security system. The e-government construction of Binh Dinh province should begin from the following aspects:First, enhancing the understanding and responsibility of civil servants and the people for electronic governments. E-government always service for the development center of interests to enterprise and people.Therefore, the country must not only improve the understanding of the civil service, but also improve the understanding of the social public, or this product will not have consumers.
