Relying on the reform and opening-up policy and conforming to the development ofmarket-oriented economy, a large amount of rural collective land, which is the main source of urbandevelopment land, is expropriated. However, the rights of farmers who lost their land are not preserved.This is undoubtedly the unavoidable problem in the process of urban development and a social conflict thaturges settlement. The present compensation range for land expropriation is relatively narrow, onlycompensating those overt losses but not the covert ones. Consequently, the compensation standard is toolow to preserve the livelihood of the farmers whose land is expropriated. Additionally, the resettlementmode is single and the one-time monetary indemnity restricts the security effect of the land expropriationcompensation system.In the recent years, the issue of rural land expopriation has attracted more and more attention. Asa result, various measures have been taken by the government, but the effect is not satisfactory, which isdemonstrated in the field of legistlation, enforcement and monitoring. Acturally, the reasons aremulti-demensional: too general coverage, unreasonable compensation rules, lack of protection of thefarmers, inappropriate settlement of farmers whose land has been exproriated and the shortage ofmonitoring and examination system.Referring to the land expropriation system in other countries which has been tested and provedsuccessful, in order to improve that in our country, we should take the following measures: strictly definethe public interests, improve the legal system in this field, narrow the scope of land requisition, regulate theprocedure, improve an equitable, reasonable, regulated diversified compensation system, establish a properresettlement system and strengthen the monitoring and supervision system.
