Resident’s minimum living security system as an important part of social helping systemin China’s social security system, has been hailed for maintaining social stability, safeguardpeople’s basic livelihood which called the "safety net". The system refers to household percapita income lower than the minimum standard of living for the residents of the localgovernment notice can be given cash grants, to ensure the basic needs of family members.Minimum living standard is the core of resident’s minimum living standard security system.Resident’s minimum living security system’s basic policy framework, specific provisions, andguaranteed work in each of the segments, whether deemed resident’s minimum living ofeligibility, determining the security objects, measuring the number and amount of residentsminimum life security, or management and operation of residents minimum life security, mustfocus on minimum living standards.Since its establishing a resident’s minimum living security system in Urumqi, has onseveral occasions raised the minimum living wage since January1998. But the rapideconomic development, people’s living standards has grown steadily and make the minimumliving standards system there did not match the conditions, this article in such a case study onthe minimum living standards for urban residents in Urumqi. There are several minimumliving standard of measuring method, from selection has for this city measuring method, andmeasureing Urumqi minimum living standard, then analyzing the reason which decide thecurrent minimum living standard, finally reach the conclusion than current Urumqi minimumliving standard is partial low, then tries to make Urumqi residents minimum living standarddynamic adjustment mechanism. The purpose is minimum living standard and price index,and social wage hooks for linkage adjustment, make the beneficiaries of minimum livingsecurity catch the process of social and share the benefits of economic development, but alsoavoid losses due to rising prices in order to guarantee the legitimacy and effectiveness of theminimum life security system.
