Researched On The Scheme Of The Adjustment Of Urban Minimum Living Standards-based On The Model Of ELES

The sixtieth documents [2004] of civil administration made the rule: all the localgovernments should make scientific and rational urban minimum living standards as animportant work. The unban minimum living standards should be adjusted timely basedon price index and income index, to ensure the level of the basic life need oflow-income people. In the process of adjusted, the range of adjust should be objective.In fact, most local social security governments are empiricism in relate to adjust thestandards. They have not made enough calculation on the relevant data, so they have notmade the accurate and scientific scheme.This study attempts to put forward the concrete scheme of the adjustment of theurban minimum living standards. It consists of four parts. The first part reviews someimportant concepts and theories, such as “Poor”,“Social relief”,“The living standardsof the dynamic adjustment mechanism”,“Maslow’s hierarchy of needs”,”Socialhierarchy”,”The responsibility of the governments”. All the concepts and theories arethe preparation of the dynamic adjustment mechanism.The second part introduces the status of urban minimum living standards from theaspects of security population, the expenditure of public financial and the diversity ofdistrict. Then, the part describes the process of the adjustment of the urban minimumliving standards at present. Expound the existing problems of the mechanism. At last, itenumerates the projects of some developed countries which inspire our country.The third part is the core of the paper. At first, It explains the reason that theadjustment of the urban minimum living standards. Then, it puts forward two factorswhich influence the minimum living standards: the price index and the dominateincome. Based on the two factors, the paper constructs the mathematical model of thedynamic adjustment. And the ELES model is used to measure and calculate the needs ofthe urban living. Then it measures the needs of the upper limit and lower limit. Andthe designed standards should between the upper one and the lower one. The papertakes the ZHEJIANG province as the example. By the analytical of the data ofZHEJIANG province, it puts forward the specific scheme. At last, the part analyses therational of the scheme from the aspects of supply and demand.The fifth part is some measures to perfect the mechanism. There are four steps:design the scientific minimum living standards; make the rational strategy and methodsof adjustment of the urban minimum living standards; be on the alert of price index andincome index; extend the supply of the funds of the living standards.Combining all the data and analysis, we get the following conclusions: theeffective schemes include two methods. The first method is based on the urbanconsumer price index and income growth (coefficient=0.58737). The second method isbased on the urban consumer index and income growth(coefficient=0.58737&0.400327).
