Since the1950s, the government failure of western countries has prompted thecreation of nonprofit organization, and gradually extended to public services. Theintroduction of nonprofit organization in public service supply system has changedthe pattern of western countries the supply of public services, and after half a centuryof development, non-profit organizations play a more and more important role in thewestern countries. In our country, with the deepening of the reform and opening upand the progressive construction of service government, the government has alsogradually realized that nonprofits have natural advantages, and introduced the relatedpolicy encouraging the participation of the nonprofit organizations in the publicservice supply, and achieved good results. In recent years, with policies introduced insuccession and the rapid development of non-profit organization, how to make thenon-profit organizations participating in the supply of public services becomes a hotacademic research in China.In order to clear and accurate the definition of related concepts, this article fromseveral related concepts of public service supply makes in-depth analysis on thenecessity of nonprofit organizations participating in public service supply, on thebasis of the theory of new public management and public governance theory,principal-agent theory, theoretical tools, which makes this paper more scientific,more standardized and more profound. On the basis of consulting a large number ofdata, this article combed the nonprofit organizations of China participating in thepractice of the public service supply in recent years. Because of the mutualdevelopment of non-profit organizations in the developed countries and moreinvolved in the practice of the public service supply, this paper points out thedifficulties that non-profit organizations faced in public service supply by comparingwith abroad: the small range of nonprofit organizations involved in the supply ofpublic service, the impeded channel of non-profit organization engaged in publicservice supply, the low quality and unbalanced of non-profit organizations providing public service, and the limited social benefits of public services provided bynon-profit organizations. Then, in this paper, the writer concludes the causes of thisdilemma by corresponding analysis, such as lack of legal support, uncleargovernment cognition, high barriers to entry, financing channel is narrow, andmultivariate supervision is weak.Finally, in view of the difficulties non-profit organizations faced in publicservice supply, and combined with several reasons of this dilemma, this paper putsforward to solving the problem: transforming government idea, reasonably dividingthe public service, improving the laws and regulations, relaxing governmentrestrictions, shaping professional team, enhancing the organization ability to raisefunds, striving for the social trust, speeding up the nonprofit information disclosure,completing the evaluation mechanism, building the supervision system, andstrengthening the service innovation.
