Researching On The Governance For Local Government "Achievement Projects"

With the rapid development of the national economy and acceleratingurbanization, urban construction has made great achievements. At the same time alsoproduced a number of issues.In promoting reform and development process, some localgovernments did not work from reality, one-sided pursuit of performance, keened toengage in "achievement projects" with eager utilitarian.The achievement projects whichexisted since ancient, were originally the objects of people appreciate and lips, such asDujiangyan which built by Li Bing and his son, still in used after more than twothousand years. Today, all kinds of "achievement projects “which are greedy for big,unrealistic and blind, has become a shortcut for officials promotion, the pain ofpeople, resulting in a huge waste of resources, and became a problem for localdevelopment. Therefore, it has become a serious problem to control the"achievement projects" from the source. This paper relying on the New PublicService Theory, combining with specific cases, on the basis of previous research,first to analyzed the common reasons and characteristics of this undesirablephenomenon,and classified it to four types:"meaning but misguided", upside down,meeting the inspection, to enrich the research on this problem. Secondly, elaborated"achievement projects" brought financial and material resources waste, thecredibility of the government fell, corruption, and ruined social atmosphere. Thenfrom the official standard thought, imperfect institutional mechanisms, dislocationand other aspects of government functions analyzed the reasons in-depth. Finally,from the ideological-to establish a correct view of achievements, from themechanism-the establishment of scientific performance evaluation system,strengthen supervision, accountability mechanisms, from the action-thetransformation of government functions, gives the author of this undesirablephenomenon of control measures.
