Research On Public Safety Risk Assessment And Response Measures For Overseas Engineering Projects

As the global economic integration,the advancement of marketization of China's economy and the implementation of the national strategy of "the Belt and Road",the speed of internationalization of Chinese enterprises accelerated,the opportunity of getting overseas engineering projects will be increasing.However,Chinese enterprises have a lot of projects in less developed countries and regions,the public safety and security situation is not optimistic in the majority of them.It is the most important how to analyze,identify and prevent potential the public safety and security risk skill whether an enterprise can survive and develop in the internationalization tide.The public safety and security risk is defined as follow:in order to implement overseas engineering projects,Chinese citizens will face to the risks or potential risks which can cause or may cause person injury or property losses,due to political instability,social unrest,armed conflict,terrorist attacks,hijack and kidnappings,criminal crime,natural disasters,major safety and environmental accidents,public health and others.Overseas engineering project safety and security was researched in this article.First of all,build up the overseas engineering project safety and security risk assessment indicators system,considering the social security,natural disasters,public health and accidents or disaster four primary index and the indicators of 19 secondary indicators.Secondly,identify the weights and scoring for all indicators by using the expert scoring method.And the overseas engineering project public security risk was divided into four levels such as blue,yellow,orange and red.Finally,take RAPID warehouse project in Malaysia as examples for researching.Results show that the project safety and security risk is 5.94,the risk level for the yellow risk,belong to medium level of risk,and risk control.And then provided control measures to deal with public and security risk,for the Chinese enterprises overseas engineering project management security and economic interests to provide important theoretical support and decision-making basis.
