Research On The Mode Of Supply About Public Environment Service

Now people are paying more and more attention to the public environmentalproblem,to an extent,it is associated with the situation ofsupply.public environment service is an important content of basic publicservices,and also one improtant function of the government.However,With thedevelopment of industrial society,many environmental problems occur with theprosperity,the total public environmental service supply is in shortage,the efficiencyis low,the capacity can not be suitable with the demand of the service.The reason responsible for the phenomenon is the public goods nature of theservice,which shows the trait of nonexclusive and noncompetitive.The costof"hitchhike"is almost zero,the public environment often face the"tragedy of thecommons". Now the problems are as follows: the cost of supply is high, the actualsubject of supply is in shortage, the supply of the service is lack of normalization anddiversification.cooperation between suppliers is insufficient,which is lack ofintegrity and harmony,the standard of public environment service is increasing.Therefore,facing with the contradiction between the public’s growing demandand relatively backward supply capacity,we need more reexamine andoptimization.This paper views the public environment service as the object ofstudy,the changing paradigm of supply as a clue,compare the strength and weaknessof the supply between the paradigm of traditional Wilson--Weber bureaucracy andnew public management,and the paradigm of governance at last.The research usesgoverning by network as a theoretical tool,analysises the necessityof establishment of vertical power line and horizontal collaboration line betweendifferent sectors.So as to build an effective mode,which is adaptable to the realityof China,providing some useful reference at the same time.
