The Realistic Bottleneck And Realization Of PPP Mode In China's Public Service Supply

The report of the Nineteenth Party Congress pointed out that the major contradiction of our society has been transformed into the contradiction between increasingly demands of wonderful life of the people and the unequal and unbalanced development.Reflected in the public demands,it was the contradiction between the increasingly supply of public services and unbalanced and insufficient public service.Our country has a vast territory,Because of the difference of natural endowment and the long-term dual development pattern of urban and rural areas,the contents and distributions of public services was experienced a seriously imbalanced development.Therefore,to achieve the great goal of building a well-off society,it is severely essential for the realization of equal supply of public services.The report has stressed out again that government should break through the dilemma of working alone as usual and lead the mechanism of market competition into the supply of public services,so that let the market play a decisive role in the allocation of resources and well--perform the role of government,then utilize the power of social capitals to enhance the quality and quantity of the supply of public service.PPP(Public-Private-Partnerships),in other words,is the cooperation between government and social capitals.As a new way of public service supply,it has been widely used in the field of public service supply.The cooperation between government and social capital of providing public services has fully exerted to the efficiency of social capitals,effectively alleviated the government's financial pressure and stimulated the vitality of social capitals,met the individual needs of the public.From the point of view of real needs and it's own advantages,it is totally accord with the demand for public service supply at this stage in China.The practice of employing PPP in China's public service supply,it can be found obstacles in the practical operation of public service supply.There are following bottleneck factors: The goal and behavior is difficult to unify the scope of application effectively,participation in the main body and the competition between the main team is difficult to equal cooperation and competition,supporting security mechanism is not perfect,PPP projects in rural areas are difficult to land.Based on the actual situation of China's development and the current situation of PPP mode,this paper provides the following path choices for the future application of PPP model in the supply of public services in the future: on the basis of reasonable distribution of benefits,the experience ofpublic and private sector,the extensive experience on the basis of promoting the professional development of PPP model.Based on the transformation of government functions,it is essential to clarify the boundaries between the public and private rights and the perfect policy of supporting the basis of the protection of PPP operation.
