Research On Mechanism Of Ideological And Political Work In The Government Crisis Management

Since entering the new century, various crisis events occurred in our country frequently have a huge influence on people’s production and living. The party and the government face the serious issues that how to cope with and resolve the crisis effectively, therefore the government’s crisis management is mentioned to a very important position. The third plenary session of the18th held in November2013passed "the central committee of the communist party of China with several major issues about deepen reform comprehensively", puts forward the general goal of comprehensive deepen reform is improving and developing the socialist system of Chinese characteristics, promoting the modernization of national management system and management ability. The government crisis management system and crisis management ability are included in it. In the government crisis management system, the compulsory means implemented by government such as administration, military, law belongs to the rigid management base on the "hard power". On the other hand, ideological and political work such as ideological education, humanistic care is a flexible management based on "soft power" in the government crisis management. As the lifeline of economic work and all other work, ideological and political work is indispensible in the government crisis management, and play an extremely important role. In the government crisis management, it improving the consciousness of people, guiding their behavior, so as to realize the goal of crisis management through public opinion, moral motivation, crisis education, public mobilization, psychological counseling and so on. However, in the present government crisis management, mechanism of ideological and political work is quite defective. Due to unconsciousness of the public crisis, inefficient information communication and the inadequate of people’s participation, the function and efficiency of ideological and political work can’t be played very well. Therefore, establishing and improving the mechanism of ideological and political work in the government crisis management to be a inevitable choice, that promoting the modernization of government crisis management system and crisis management ability.Based on this, this article is based on the development of the ideological and political work in the government crisis management theory, and combines the actual conditions of our country current government crisis management, using literature method, comparison method, system analysis and the method of multidisciplinary research, ideological and political work of the government crisis management mechanism to explore building issues. In this paper, the framework and structure are mainly: the first chapter is introduction, explaining the problem what has been put forward and the research background and significance, research ideas and methods, on the basis of the related basic concepts such as crisis, crisis management, ideological and political work of the government crisis management connotation to comb. The second chapter studies from the theoretical level and practical level in the construction of the government crisis management mechanism on the basis of ideological and political work. The third chapter studys the mechanism of ideological and political work to build the guiding ideology that, and then points out that the construction of ideological and political work should follow the principle of people-oriented, the principles of the combination, comprehensive coordination principle and pragmatic principle. The fourth chapter, the paper explores the ideological and political work of the government crisis management mechanism, and this paper argues that ideological and political work of the government crisis management mechanism mainly includes the crisis prevention mechanism, coping mechanism in crisis, before the crisis after the reconstruction of the mechanism.
