| With global warming, the global extreme natural disasters have happened frequently in recent years, which brings great threat to the world people’s lives and property safety. While China is one of the world’s countries to have the worst natural disasters. The frequent disasters have already become the important factor in influencing political, economic and social stability. After publishing the Emergency Response Law of the People’s Republic of China and the Wechuan earthquake, Chinese natural disaster emergency management made a lot of progress, but it still exists some problems, such as emergency management comprehensive coordination isn’t enough, lack of social participation, the contingency plan isn’t refining enough, information shared and communicated insufficiently and so on. Natural disaster emergency management should bring the role of social forces into full play and give a joint response to the disasters, rather than continue the "strong government-weak society" model. Our disaster emergency management has a goal that it can take the non-governmental organization, enterprise, the media and the public into emergency management system to connect the government and social forces effectively. Constructing natural disaster emergency management synergetic mechanism can achieve this goal.Synergetic was created by German physicist Herman·Haken in the1970s.It has universal applicability. This paper proves that the Synergetic theory has correspondence with natural disaster emergency management through discussion, and moreover r, put forward the conception of our natural disaster emergency management synergetic mechanism.With the theory’s enlightenment, the paper come up with measures to perfect natural disaster emergency management synergetic mechanism.
