With the establishment of the socialist market economy and the deepening of the reform of the civil servant salary incentive mechanism, the condition and the influence factors have changed a lot. After the 2006 civil servants'the salary system reform, the salary structure changes, the corresponding civil servant salary management also appeared in some new problems,needs to take effective measures to be addressed.This article aims to explore socialist market economy condition, how to use the compensation system of incentive mechanism to fully exert the performance of civil servants. By selecting a representative of the grass-roots government and collecting and analysis real data, the author point out that the existing salary system directly linked with the position. Since the grassroots government have limited high position, the grass-roots civil servants has limited promotion opportunities so their salary growth slowly. Moreover, because the basic assessment of civil servants becomes mere formality and the civil servants rarely enjoy the Welfare treatment, the enthusiasm of grass-roots civil servants reduced. The incentive pay system does not play its core role. Focus on the questions mentioned above about grass-roots government salary incentive mechanism, the author propose a set of basic principles of civil servants salary incentives mechanism, and the hierarchy of needs theory, two-factor theory, expectancy theory, equity theory and strengthen the theory of motivation theory are demonstrated. Some feasible methods to improve civil servants salary incentives mechanism of grass-roots servants are proposed.
