Since twenty-first Century, with the steady development of democratic politics,economy and society, the Latin American region has played a more and moreimportant role in today’s world political and economic arena. Abundant naturalresources in Latin America, large domestic market and good regional advantages areattracting the eyes of each country in the world. And building good relationships withLatin American countries has become a more important goal of every country’sforeign policy.As an emerging developing country and a power needing urgently rising, Chinais facing the growing shortage of natural resources and is required to obtain a stableresource support. And economic development also needs to develop a broader overseamarkets. The Latin American region possesses the advantage being richly endowed bynature in these areas. On the other hand, both China and Latin American countries aredeveloping countries, so they have the same appeal in the promotion of global newpolitical and economic order and need close cooperation. Since the new century, therelationship of China and Latin American countries has rapidly developed and thebilateral relationship has become closer and closer. In2008, the Chinese governmentfirst launched its "China on Latin American and the Caribbean policy document" andclearly pointed out that Chinese government regards the relationship of China andLatin American countries from the strategic height and commits itself to establishingand developing the relationship of equally and mutually beneficial andcomprehensively cooperative partnership of common development with LatinAmerican and Caribbean countries. However, because of the lack of political,economic and cultural understanding and exchange and fluence of American factors,there still exist many misunderstanding and friction between China and LatinAmerican countries, which cause a negative impact on bilateral relations of friendlycooperation of construction.The Latin American region has long been the American backyard and theAmerican traditional force. America plays a leading role in Latin American affairs andhas great influence on them. The USA’s Latin American policy plays an importantrole in the formation of American influence in the region.Since the "Monroe doctrine", Latin American policy is not immutable and frozen,but has constantly developed as the core of the "Monroe doctrine". Latin American policy has experienced policy evolution like "Big Stick Policy","Dollar Diplomacy","Neighborhood Policy","Alliance for Progress" and others.In2009, the Obama administration came to power, it faced the worsening realityof Latin American and American relations which George W. Bush administrationcaused and made a new adjustment to the Latin American and American policiesmaking newly changes in Latin American and American diplomatic relations. with theadjustment of American and Latin American policy, whether it succeeds or not alsoreflecting American influence in Latin America. The new adjustment of Obamaadministration’s foreign policy has produced a positive effect. Therefore,, itssuccessful experience has a very good reference to establish Chinese and LatinAmerican policy and build good Chinese and Latin American relations.This paper studies and draws some useful experience from the America andmakes some pioneering attempt and exploration for the Chinese and Latin Americanrelations and good development of Chinese and Latin American policy through thestudy of the Obama administration’s adjustment of Latin American policy and thenthrough the analysis.
