Research On The Regulation Of Administrative Services Purchased In The Community

ABSTRACT:Government purchase community administrative service is an innovative model of community public service supply mode, It has great significance to effectively meet the needs of the community administrative service of people, and to achieve the convenience and high quality and efficient supply of community administrative service. Be different from the previous community administrative service supply model, government agency of the community is no longer the only main supply body. It provides community administrative service by the way of purchase to introduce the social organization together with the government. In this model, the role of government changes from direct producer to regulator. As the community administrative service has a strong policy quality, so it requires the government has effective regulation in the community administrative service to ensure the effective supply of community public service.Therefore, this paper uses the purchase of the community administrative service regulation as the theme, and explores the regulatory issues of the government purchase community administrative service. Through the research of related regulation issues in community administrative service of S street of Shenzhen, it is found that the relevant regulation laws are not sound and communication is poor in the community administrative service purchase, so that the regulation does not reach the designated position and the regulation actions lack supervision and so on. This paper through analyzing the reason of the issues of the principal-agent theory and the government regulation theory, and puts forward countermeasures and suggestions from four aspects. Such as strengthening government responsibility consciousness, perfecting community administrative service purchase regulatory YJRtem and procedures, strengthening the team construction, so as to provide the reference to the supply more effective promotion of the community administrative service purchase.
