After recollected the questionnaires, we put the data in EXCEL and SPSS18.0software package for analysis. Results:There are15experts to complete the2rounds of consultation. Their average age is43.80±4.83years old and their average work life is20.13±3.11years.26.7%of the experts are senior technical titles, and80%of the experts have master’s degrees. In the two rounds of consultation, the positive coefficients of experts are83.33%and100%respectively, and the familiar coefficients are the same4.88±0.38. All indicators’average scores are4.40and4.35and the out ratio are60.49%and46.41%respectively. The coordination coefficients of experts are0.215(P>0.05) and0.338(P<0.05).Conclusion:Experts are very concerned about this study, and they are very familiar with the field of mental health legislation. So the feedback information is credible and worth reference. Experts believe that the law relating to mental disorders in mental health services and medical interests is very important, placed in a prominent position in the mental health legislation. At the same time, the contents of the concepts, the rights and the supervision system should be involved in the mental health legislation in order to make the law complete and systematic. The others about people with mental disorders in the social interests are not particularly important. Occupation, job title and age has little influence on the expert ratings.
