Shanxi Rural Social Assistance

As an important component of the entire rural social security system, the rural social aid system should possess a crucial position in the construction of our country’s rural social security system. In the past twenty years its establishment was neglected more or less in our country’s emphasis on strategic goals of economic reconstruction and social stability. However, under the current guidance of new development targets of "people—first,""building up of a harmonious socialist society" and "building of a new socialist countryside," the development of the rural social aid system is meeting a new opportunity. Starting with the social succor system in the rural area, this paper mainly talks about the purposes, the significance and the contents of social succor, then analyzes the existing main problems and the theoretical construction of the system itself. According to the basic situation in Shanxi province, the paper further elucidates the significance of rural succor work in the underdeveloped areas and summarizes the achievements and deficiencies in the following aspects:Rural destitute household succor, rural "five guarantees household" support, rural minimum living expenses guarantee, rural medical succor.etc. At last the paper puts forward the advice that the social succor system of rural areas in Shanxi province should be improved thus offers theoretical reference for the construction of rural social succour system in the underdeveloped provinces, cities and autonomous regions.
