Research On The Problems Of The Rural Social Assistance For The Disabled In Wutai County Of Shanxi Province

The disabled is social large and special vulnerable groups.Social assistance of disabled persons whether get proper solution, is to measure whether a social fairness,justice,stability and harmony of litmus test, is the human inspections standards for the construction of social spiritual civilization. Therefore, to establish is an important part of building a harmonious society in China.In this paper the author took rural social assistance for the disabled in Wutai County of Shanxi Province as the research object and used literature analysis, field investigation and empirical analysis. The author understood the rural disabled persons in their life rescue,medical help, housing assistance,employment assistance,education assistance and so on, by analyzing the collected and field survey date.On this basis, the author concluded the achievements of the rural assistance for the disabled, including,preliminary establishment of rural social security system framework for the disabled; income of the rural disabled increased year by year and the disabled living conditions continued to improve; countryside in the new rural cooperative medical care system for the disabled and rehabilitation aid under the joint action of medical conditions improved, physical quality improved. There are some problems in the systems of rural social assistance for the disabled in Wutai County,including,it can tot really play the role of full protection of rights for the disabled,because of low level of rural social assistance; rural social assistance for the disabled was poor, so the disable of social rescue resources demanded more than the government actually provided,,as well as the lack of employment assistance,weaker dangerous house renovation,shortage of rehabilitation equipment and so on. Then the author analyzed of the reasons. Firstly, Wutai County economic level is low, support for the disabled social relief cause in rural areas is weak. Secondly, the disabled in rural areas of Wutai County is poor, the own ability of getting rid of poverty is low.Thirdly the disabled social assistance operation efficiency needs to be improved. And the disabled social assistance work plan is not specific. Finally, the author put forwardthe strategies from a sound rural disabled social assistance system, broaden rural disabled social assistance funding channels and change the rural disabled social succor concept.Based on the rural social assistance for disabled persons in Shanxi Province as the research object,from the micro perspective,it is a real reaction of current situation of rural social assistance for the disabled. The suggestions were put forward. The development of rural social assistance for the disabled is to build a new socialist countryside and an important part of harmonious society. It is a common responsibility of the state, and other social main body, to strive together for the whole society.
