Making thetransparency administrative and service government into possible through thegovernment information publicity is a most important goal for reforming. Informationbecomes global, government information publicity promote society development andis inevitable to guarantee the citizen’s right to access, also an inner requirement forbuilding" service government”. With the rapid development of science and culture,civic and democratic rights of democracy demands further escalation, opengovernment information received wider attention. In our country FOI practice, countygovernment measures are often the first point and the test run of the place, but oncethe formal operation, the county government will become a laggard in all levels ofgovernment. Although there are restricting economic conditions, and other aspects ofhuman limitations, but the phenomenon is still worthy of our reflection. This articlealso embarked on a discussion. As an important means to improve the credibility ofthe government, the government information disclosure system has a solid theoreticalfoundation and legal basis. Since the promulgation and implementation of thePeople’s Republic of China Government Information Disclosure Ordinance, since thedisclosure of government information across the country officially entered the runningand received the results in a certain degree. Due to China’s development ofgovernment information disclosure rather late, though advantageous is more theexperience of other countries, to avoid duplication of other countries goes through thedetour. But it is undeniable that, due to the closure idea behind historical heritage andother reasons, our FOI construction does not go flat. In order to facilitate the study offorensics, this paper county government perspective, study the construction ofgovernment information disclosure system, look abroad for FOI research and analysis,combining social science research methods in public administration at the graduatelevel, I have learned in the empirical analysis, document analysis and other methods,our county government information disclosure on the current situation and thenecessity and feasibility of the government information disclosure for analysis, tryingto figure out the current county government information disclosure system construction problems and learn from China outside the valuable experience of theproblem propose appropriate solutions to address the problem of legislation, andrights awareness and other aspects of internal and external supervision andcoordination of rights, strengthen the government’s credibility, make governmentmore fully play the role of service to the people.
