The world now is doing reform and adjustment constantly. From the report ofthe18th National Congress of the CPC, to develop the great cause of socialism withChinese characteristic, the key is the ruling team who has firm political stance,excellent level of ability and good behavior style. The severe ruling ordeal, reformand opening ordeal, market economy ordeal, external environment ordeal, withbuilding a moderately prosperous society and development of the great cause ofsocialism with Chinese characteristic which need more leading cadres who areeducated, knowledgeable and courageous. So it has great significance to researchnew mode of leading cadres training in the aspects of improving leading cadres’overall quality and strengthen leading cadres team building.The research methods are document analysis, comparative analysis andcomprehensive analysis, discourse the necessity of leading cadres training from theaspects of Internal and external international situation and new requirements forleading cadres in the new period. To do leading cadres training research fromtheoretical and practical significance. Analyze the leading cadres training situation indomestic and foreign to find shortcomings. Define the concept of leader, leadingcadres, leading cadres training. Analyze the situation of civil servants training inforeign countries to make comments. Propose four levels of our leading cadrestraining currently: free market, limited market, highly market-oriented and fullmarket. From the trainees lack of self-motivation and without good learningatmosphere, training management system incomplete and management not strict,training content lack of targeted and systemic, training method obsolete and simpleto point out currently the problems of leading cadres training.
