Japan has a large population but limited territory with scarce resources, especiallythe oil which was long-term depended on imported. After WWII, as a subsidiary ofAmerican, Japan’s economy gained unprecedented rapid development under thelow-price oil which was supplied stability in international market. However, theJapan’s neutral policy to Middle East sowing the seeds of economic crisis in the future.After the first oil crisis, Japan fall in panic all over the country. Taking thisopportunity, the Japanese government have to adjust foreign policy in the Middle Eastand formed a pro-Arab strategy, which was the important events for Japan to persueindependent diplomacy after WWII. After the oil crisis, Japan began to makecomprehensive relationship with Middle East country in economy culture and politics.This paper is carries on take Japan’s policy to Middle East before and after first oilcrisis as the object of study lanches the elaboration. analyzed the Japan’s policy toMiddle East before oil crisis, Japan’s policy to Middle East before oil crisis and theformation process of Japan’s new Middle East policy, combined with the third MiddleEast War and USA global strategy during the cold war. Japan’s diplomatic policytowards the Middle East show a huge contrast in the oil crisis, but in this transitioninvolves the conversion structure of Japanese domestic economic industry, therelationship between Japan and America, Arabia countries in the Middle East and thediplomatic relations of Japan and Israel. Adjust of Japan’s Middle East policy have aprofound influence on both Japan’s foreign policy and international situation in theMiddle East. Japan’s Middle East policy is deeply depended on American’ MiddleEast policy, and show the obvious characteristic of utilitarianism. Today, during theJapan’s foreign strategy,Middle East is not only the oil center in the world, but alsothe breakthrough to become a political power.
