By the end of2013,2476S city eight massive existing production enterprises, employees139955people. That same year, the city registered new residents of185000people, accounting for23.7%of the resident population of778500people. Which is engaged in the block economy enterprise of new residents for82700people, accounting for44.7%of the total number of new residents, block the economic total employed59.1%of the total. The author on the basis of predecessors’ study further defined the "block" and "new residents" the definition of the two nouns, analysis of block the background condition of the development of economy and the new residents, block economy to bring the opportunity and the challenge of new residents’ service management. On the basis of the relevant departments of the interview, through the300questionnaires survey, basic information for new residents, the cause of the migration of S city, the most concern of the people’s livelihood, and surveyed the existing service management satisfaction, at the same time, the200residents of new residents attitude as the main content of the questionnaire. Put forward the existing service management team construction is not strong, information registration more loopholes, sector participation consciousness is not strong, lack of communication platform, the problem to be solved many problems such as, and analyzes the reasons, finally put forward to strengthen the organization team support, to speed up the construction of information network, synchronous planning, improve the social management of public service ability, improve the supervision of accountability as the main content of new residents’ service management optimization countermeasures, promote new services management scientific, institutionalized, finally to make full use of the new residents labor, knowledge, skills, management, resource, the purpose of stimulating the enthusiasm of new residents to create a better life, let all people share a more complete and more fair economic and social development achievements, efforts to build "create, share, and communion" environment.
