| Conservation tillage technology used by people in the case of soil environmentaldegradation and water and soil loss intensifies and serious hazards of sandstorms.Conventional farming is not only extensive management and technical level is low,make the quality of cultivated land is declining, agricultural environment worsening.In orderto realize the sustainable development of agriculture, we must have to change the traditionalfarming methods,practice shows that conservation tillage has good ecological, economic andsocial benefits,it’s a good way to realize the change of the pattern of agricultural production,and an important means of evolution sustainable agriculture.We study the legal system topromote the conservation tillage through comparative analysis, empirical analysis, and systemanalysis.As one of the important ways to develop low carbon agriculture, the fullyimplementing of conservation tillage will be conducive to changing the means of agriculturalproduction, improve agricultural ecological environment and promoting agriculturalsustainable development.The development of conservation tillage in china started very late,in recent years thegovernment attaches great importance to the conservation tillage,so we have made manyachievements,and some conservation tillage pattern with local characteristics havepreliminary form,it’s laid the basis of institutional promotion of conservation tillage.Based onthe comb of the current situation of the conservation tillage legal system in China,Thegovernment pay attention to promote the establishment of conservation tillage legalsystem,and started test in some places,some provinces have established the system of thepreliminary system and achieved good results.For example,Shandong,Shanxi,Ningxia,theyhad done for example on the policy of promotion of conservation tillage,it has formed a stablesupport system through policy support,capital support.We want to find the problems in theprocess of the promotion of conservation tillage legal system through the analysis of thestatus.We found there are many problems just like legal system,local legislation,earthy landownership,the supporting mechanism,supervision mechanism,administrative managementsystem,incentive mechanism and so on.
