Urban And Rural Law To Promote Legal Protection

Nowadays, our country's opposition of city and countryside, resulted from growing difference between city and countryside, has led to some social contradictory and people's dissatisfaction. If such a condition can't be changed, it will have bad influence on our country's social and economic development, even cause social turbulence. The integration of city and countryside is related greatly to the construction of harmonious socialist society, to the efficiency of building of socialistic new countryside, to the elimination of dual structure of city and countryside. Therefore, it is imminent and significant to make overall plans of social and economic development between city and countryside, to promote integration of city and countryside. The article, from the point of view of law and social development, based on revealing the relationship between law and integration of city and countryside, systematically clears up the existent law systems, and points out that the establishing, amending or abolishing of which laws and rules promotes the integration of city and countryside, and that which ones restrict it during its process. The article also analyzes profoundly law factors, which restrict the integration of city and countryside, and gives concrete countermeasures and suggestions.The main contributions of the article include: realizing equality is the essential and key problem of the integration of city and countryside, in other words, no matter who is peasants, citizens in small or big cities, they all should share the fruits of economic and social development together; as one of the highest social controlling methods, law embodies the spirit of equality and justice, so the article presents that we should regulate the relationship between city and countryside by the spirit of law and the value concept of equality, to change such current equality existing between city and countryside, to realize the integration of city and countryside.
