Abstract/Summary:
Over the years,under the action of both natural and man-made factors,China’s cultivated land has been facing a severe situation of declining basic soil fertility and worrying cultivated land quality,which poses a great threat to China’s food security.In this contex,conservation tillage and fallow have effectively solved the problem of declined arable land quality.Conservation tillage technology not only helps improve crop yields,but also reduce greenhouse gas emissions,energy consumption,and inhibit farmland degradation.Therefore,this technology has long been regarded as a vital measure with the greatest potential to enhance the arable land quality.Nonetheless,the reality is that China lags far behind in promoting the application of conservation tillage technology,and it remains at a relatively low level.As the main body of agricultural production,farmers are the key decision-makers and final implementers of agricultural technology adoption.Therefore,studies on how to increase the attention of farmers to conservation tillage technology,and to promote the adoption and application of conservation tillage technology by farmers,is of great significance for achieving high-quality agricultural development.Taking the survey data of farmers in Shaanxi,through literature review and theoretical analysis.The Ordered Probit model was used to discuss the following issues :(1)How does the responsibility consciousness affect farmers’ adoption of conservation tillage technology?How do the responsibility attribution,responsibility cognition and behavioral responsibility affect farmers’ adoption of conservation tillage technology?(2)How does the government regulation affect farmers’ adoption of conservation tillage technology? does government regulation play a moderating role in the impact of responsibility consciousness on farmers’ adoption of conservation tillage technology?(3)Is there any intergenerational difference in the adoption behavior of conservation tillage technology?The main conclusions are as follows.(1)In terms of the adoption status of the protective tillage technology,87.50% of the sample farmers adopted the conservation tillage technology,50.00% of the sample farmers only adopted the straw returning technology,and only 31.82%of the sample farmers chose to use the straw returning technology in combination with the notill or subsoiling technology.(2)The responsibility consciousness had a positive impact on the armers’ adoption of conservation tillage technology.responsibility attribution,behavioral responsibility and responsibility cognition had a significant positive impact on farmers’ adoption of conservation tillage technology.(3)Incentive regulation and restrictive regulation are promoting the farmers’ adoption of conservation tillage technology.Incentive regulation and restrictive regulation play moderating role in the impact of responsibility consciousness on farmers’ adoption of conservation tillage technology.But restrictive regulation can weaken the positive effect of responsibility attribution and behavioral responsibility on farmers’ adoption of conservation tillage technology.(4)There are intergenerational differences in farmers’ adoption of conservation tillage technology.Among the new generation farmers,responsibility cognition and incentive regulation have a negative impact on their adoption of conservation tillage technology.In addition,In the analysis of different types of farmers,pure farmers’ responsibility cognition had a more significant positive impact on their adoption of conservation tillage technology,while the behavioral responsibility and constraint regulation had a negative impact.Based on the above research and conclusions,it proposes corresponding countermeasures as follows: Firstly,it is necessary to actively cultivate responsibility consciousness among farmers,in this way,it is possible to promote them to adopt this technology.Secondly,local governments should apply incentives and restraints,such as providing technical guidance for conservation tillage production,to restrict and regulate the production behavior of farmers from the policy level.Finally,the governments could formulate targeted subsidies to encourage the adoption of conservation tillage technology based on responsibility consciousness of farmers of different generations.
