Research On Food Safety Regulatory Problem Based On The Perspective Of Big Department Institutional Reform

Food safety has been the focus of the whole society, since it is closely linked to the masses. Recently, problems in food safety showed up frequently, which brought people a lot of worries. Now the actual situation is severe and challengeable, it has a long way to go. To strengthen the supervise on food safety, to fasten the integration of the related organizations, Chinese State Council carries out many policies to reform supervise sectors and finally implement a unified management, including the reorganization in many steps such as production, circulation and catering. As we all know that under current reform circumstance, the way how food safety inspection authorities straighten out the relationship and open a new prospect will directly influence the effect of reform. With no doubt this needs much work, like the further research of supervise rules, the completion of supervise system, the cooperation of all related sectors, as well as the consistent innovation of methods. In a word, the research about safety supervision departments under Super Ministry System is significant.China has carried out subsection supervision on food safety for a long time, however, an extreme disadvantage exist in it for it could easily cause each department pass the buck. So China will put Super Ministry System at first place. The author holds that this new system possesses strong feasibility and operability. In the past years, because of the obscure distribution of responsibilities and heavy tasks of supervise departments, there are a lot of problems, such as the incompletion of system, the weak power of supervise. As a result, this reform can assure the food security in this area by completing the function of related departments, reorganizing the workers and strengthening supervise power. The author has compared the subsection supervision and entire supervision, analyzed the change of food security supervision system, and studied the reform’s role in promoting it.This paper takes Wenzhou as an example to figure out the structure and main characteristics of the current supervision system in Wenzhou on the basis of analysis, and to point out some problems in it. Then further research about the responsibilities taken by inspection authorities and the issues as well as their reasons in food security will be made. Through the analysis about the change of food security supervision system after reform and related experience in foreign countries, this paper will put up with suggestions on how to solve the food security supervision via5aspects, including prompting the system reform, completing the law construction, reorganizing the detection departments, strengthen supervision power and perfecting regulation s system. The process can’t be finished within a short time, power from the society and the discipline of industries are also needed. A sound system on food security demands the efforts from government, food enterprises as well as the whole society.
