A Research On The Harmonious Relation Between Citizens And Policemen In Tongliao Region

Public security organs are the tools of our people’s democratic dictatorship. It has the functions to practice democracy on our people but dictatorship on our enemy. Its nature is to maintain the social stability and fight against crime. The20th National Public Security Work Conference has pointed out the importance of the work:to strengthen the construction of the public relations of policemen, and make the relations between citizens and policemen closer." In particular, under the concept of building a harmonious society, such harmonious relations become more important, which is closely related to the economic development, the social stability and the cultural progress. It is also the basic relation to make social stability and orderly progress.There have been a lot of research literatures on relation between citizen and policemen, but the ones which combine the actual situation in ethnic minority areas and the ethnic characteristics can not be found easily. Mongolian region is one of China’s largest minorities. It is an important task to build a harmonious society to promote the social stability and orderly development of the minority. Therefore, the construction of harmonious community relations in this region is with special urgency. This paper unscrambles the harmonious society and the harmonious community relation, based on the theory of Marxism. A field survey is about to find out the current situation in Tongliao region (China’s most populous city in Mongolia), Horqin district (where Tongliao government is located). At the same time, some proposals are offered to solve the problems.
