In China, With the Strengthening of aging population in the rural areas and theweakening of traditional old-age security system, build a new rural social old-agesecurity system is very necessary. In2009, the State Council launched new rural socialold-age insurance. This ole-age insurance is a new measure which comply with the tideof the histoy, solve the problem of how to look after old farmers properly. It’s animportant measure which implement the scientific development concept and build anew socialist countryside. It’s an inevitable choice to narrow the gap between urbanand rural and to promote social justice. By the end of2012, the new rural socialold-age insurance achieved full coverage. The Eighteenth Congress of the CommunistParty of China proposed that “we should build a service-oriented government whichmakes people satisfied”. Researching farmer’s satisfaction situation of the new ruralsocial old-age insurance is one way to understand the effect of this old-age insurance,and promote building “service-oriented government which makes people satisfied”.On the summarizing of the existing research, This study build a new rural socialold-age insurance satisfaction model from the aspects of policy perception, serviceperception, satisfaction and confidence in the basis of the theory of social security,public goods theory, theory of customer orientation and customer satisfaction theory.Then test the model with the field research data from7rural areas in Hunan Province.The results are as follows: First, the insured farmers’ satisfaction index of the newrural social old-age insurance is around70%, whether on the policy content, service orthe overall insurance. While the insured farmers’ confidence index of the new ruralsocial old-age insurance also reached70%. Second, both of farmers’ policy perceptionand service perception have a positive impact of the satisfaction of new rural socialold-age insurance. Specifically, the policy perception factors include pay grade,collective benefits, receive treatment conditions, the local financial subsidies, thecentral government subsidies and bundled policies; the service perception factorsinclude policy advocacy services, insurance payment convenience, ease of treatmentreceived by office staff attitude, business ability, transparency and public pensions inplace situation. Third, the satisfaction of new rural social old-age insurance has apositive impact of the confidence, namely the higher satisfaction index of the new ruralsocial old-age insurance, the higher of the confidence index of the new rural social old-age insurance. including the psychological support and behavior support. Based onthese results, We can take measures to promote famers’ satisfaction index from threeaspects. First, improve the system design, including correcting the bundled policies,improving the financing mechanisms and the convergence of systems. Second,optimize the services, including strengthening the policy advocacy, optimizing themanagement agency team, and training managers. Third, improve the level of fundmanagement operations, including establish a separate management system withcollection, management and use, broadening the investment channels and improvingthe oversight mechanisms of fund investment.
